The Office of Adolescent Health (OAH) is responsible for implementing and administering the national, evidence based Teen Pregnancy Prevention (TPP) Program, a competitive grant program. Through the TPP program, OAH provides funding for the replication of evidence-based TPP programs and to develop and evaluate new and innovative approaches to prevent teen pregnancy.

In July 2015, OAH awarded a second cohort of 81 TPP grants. The funding is for a five-year project period and is designed to serve over 290,000 youth each year and over 1.2 million youth over the course of the five-year project. These grantees received funding to:

  • Support replication of evidence-based TPP programs in multiple settings in communities with the greatest need;
  • Increase capacity of organizations to implement evidence-based TPP programs focusing especially on serving especially vulnerable youth, including homeless youth, parenting youth and those in juvenile detention and foster care;
  • Support and foster early innovations to fill gaps in the knowledge of what works to prevent teen pregnancy; and
  • Develop and rigorously evaluate new, innovative approaches to combating teen pregnancy.

Performance measures are critical for TPP for accountability purposes—so that OAH can demonstrate whether the program is making sufficient progress toward their stated mission and is serving the public interest. A solid performance measurement system will also provide agency leadership and stakeholders with information that will help guide program management.

OAH has contracted with RTI International (RTI) to develop a performance measurement system for TPP. The performance measures fall into two broad categories: grantee-level measures, which assess processes and accomplishments of the grantees, and implementing organization measures, which assess the processes and accomplishments of the implementing organizations.

The web-based performance measures reporting system
This system is intended to be used by TPP grantees and evaluators to report the data necessary to calculate the performance measures. Grantees can enter all of the data or allow implementing partners to enter their own data. The TPP reporting system can also be used by grantees, evaluators, and federal staff to generate reports to assess progress on a wide range of indicators. For example, reports can be produced to examine how the fidelity of implementation varies across sites or how numbers of participants may vary by their demographic characteristics. Reports may also be generated to identify missing data that still needs to be provided.

Grantees and evaluators are expected to enter the performance measure data into the appropriate fields on the website. You can download a spreadsheet that you may use to capture data to facilitate your reporting. This spreadsheet is only a tool to help you aggregate data for reporting and will not be uploaded directly to the site. This spreadsheet is provided for your convenience and its use is completely optional.
